Joyce organized her
community when closed meeting were being held by
public officials on the future of Fort Totten and
the 138 acres of waterfront property. The threat
of developers building on the fort was in the forefront
and Joyce hired an airplane with a message to the
elected officials to “We Demand Open Government-
Open The Meetings.” One week later the meetings
were opened to the public.
Joyce set a precedence when she worked with not-for-profit
agencies to organize a “Candidate’s Forum” at the
Queens College Colden Auditorium. The forum gave
1500-disabled Queens County citizens the opportunity
to question 38 candidates on their platforms for
the disabled and how they plan to enhance the lives
of the disabled population in the city.
In 1999 Joyce was initially the lone voice protesting
the spraying of malathion during the WNV scare.
