The purpose of my candidacy is to reverse the
constant deterioration of public services in New
York City, in contrast to the steady improvement
in the city’s private enterprises. I plan to restore
free tuition at the City University, augment other
public functions, such as library, transportation
and garbage collection, equalize salaries of teachers,
the police, librarians and other civil service
personnel with suburban pay scales, and promote
affordable housing through a combination of tax
breaks and relaxation of zoning laws. I propose
to freeze rents and provide landlords providing
proper maintenance and not harassing tenants with
tax credits for the difference between the market
value and the rent control or rent stabilized
price of their property. Tenant groups will have
equal say in appointments to the Rent Stabilization
Association,
I believe Civil Service in the best way of running
government. Every agency will be run by a civil
servant. Patronage, workfare and privatization
will be eliminated. Those WEB Workers now performing
civil service tasks will be provided with civil
service status and pay. Every effort will be made
to enroll welfare recipients in community colleges
equipped with day-care centers.
