For the last twelve
years, I have worked with three different mayors
to govern this City every day. As Speaker of the
City Council, I have been responsible for passing
the City’s $39 billion budget and overseeing the
passage of all local laws. I passed the nation’s
most progressive campaign finance reforms strengthening
my original 1988 law by mandating debates, banning
corporate contributions and introducing four-to-one
matchable public funds. I have added over $2 billion
to our City’s schools and I have restored Mayoral
budget cuts and enhanced funding by over $1.3 billion
for our cultural institutions, parks and libraries.
I worked to pass the WEP Grievance Law and the Transitional
Jobs Program to address the shortcomings of the
City’s welfare reform rules. I fought against a
Council attempt to overturn term limits and have
protected City hospitals from privatization. I have
been a strong advocate for improvements in public
education, public safety, housing and programs for
seniors.
As Mayor I will continue this course and work
to provide better educational opportunities, more
affordable housing and safer communities for all
New Yorkers. To improve our schools I have proposed
a Smart Kids/Smart City Plan to dedicate residential
property taxes exclusively to our schools.
